Northern java rp 1 trillion double-track railway project tendered
Jakarta – The government has opened tenders for 81 work packages for the double-track railway line project development that will traverse the northern part of Java Island, with a total budget of around Rp 985 billion. This budget is taken from the 2012 Budget Expenditures List (DIPA) of the Directorate General of Railways at the Ministry of Transport (MoT), which totals Rp 8.86 trillion.
The 81 work packages for the double-track railway project crossing northern Java consists of 54 physical work packages, i.e., construction of a railway line stretching 61 kilometres, bridges, stations, emplacements, and public facilities valued at Rp 949.33 billion, and 27 non-physical work packages including supervisory activities and making a detailed engineering design (DED), with a total budget ceiling of Rp 36 billion.
Tundjung lnderawan, Directorate General of Railways at the MoT, says that the double-track railway line project traversing the north of Java Island is one of five priority railway sector projects in 2012. Apart from this double-track railway line, the four other projects are the Soekarno-Hatta Airport railway project, the commuter line, construction of the Sei Mangkei railway line, and the
Cibungur-Tanjung Rasa shortcut.
“For 2012, the double-track railway project crossing northern Java is prioritising construction of the railroad and the bridge on the Cirebon-Tegal section of track stretching 47.33 km, construction of the 89.30 km-long double-track railroad for the Pekalongan-Semarang section of track, and construction of the railroad and bridge on the Semarang-Surabaya section,†he explained in Jakarta on Wednesday.
So far, only 295 km of the 727 km-long project that connects Jakarta to Surabaya has been built, leaving 432 km still to be completed. The project requires total funds of Rp 9.015 trillion and is being fast-tracked to connect the cities by the end of 2013. The project will support the government’s plans to reduce the load on the north coast (Pantura) road by boosting freight transport by rail, with a rail transportation capacity of up to 15,000 TEUs per week.
Bambang Supriyadie Ervan, Head of the MoT Communications Centre, says that the MoT’s DIPA for 2012 of about Rp 28.117 trillion was received by the Ministry from President Susilo Bambang Yudhoyono (SBY) on 20 December, 2011. The DIPA has also been conveyed to all Echelon 1 officials at the MoT to be forwarded to all of the working units that have been formed. The MoT began tendering all MoT transportation infrastructure projects in November.
“The tenders began in November, and with the DIPA funds being disbursed more quickly, we hope that MoT budget absorption in 2012 will be much improved. In 2011, we also had a high level of budget absorption, placing second after the Ministry of Public Works,†he said.
For the 2011 budget of Rp 23.278 trillion, as of 30 November, 2011 only Rp 14.89 trillion (63.99%) had been absorbed, with the remaining financing and physical construction only achieving 73.16% realisation. Apart from land issues, this low level of budget absorption was also due to Presidential Regulation (Perpres) No. 54 of 2011 on Government Procurement of Goods and Services, which provided for a lengthy appeals process. Nevertheless, the MoT is confident that by the end of the year, realisation of financial absorption will reach 85.34% while physical absorption will reach 88.56%. (ari) Daily News Category
